The Senate and the federal grid regulator: does Washington take over the decision on who pays?

Why it is on the watchlist
The House bill, H.R. 9340, only asks state regulators to consider full-cost payment for data centers of 100 megawatts or more. A bid to fast-track it in the Senate failed on Sept. 17 after objections that it asks rather than requires.
