Market-operator rules (PJM, MISO, et al.; ERCOT apart).

Open

Chokepoint
Grid Connections & Local Approval — Interconnection queues, siting fights, and the regulatory dockets (FERC, state PUCs, SCCs) that decide them. (Mostly price, occasionally an outright no)
Kill condition
Whether the six operators’ large-load cost methods harmonize under the §206 review or keep diverging — the fragmentation leg, read directly. ERCOT, exempt, diverges by structure, not choice.

Why it is on the watchlist

The operator tariffs are where a federal order either becomes one method or stays six. ERCOT is outside the question entirely, which is why the cheapest pole is also the one Washington cannot move.

How Aroko tracks forecasts

Every item is reproduced from a published issue with its original kill condition intact. Status changes only on dated, citable evidence that meets that condition, reviewed weekly. Nothing is resolved in hindsight to improve the record.
